(C) Werner Romero, MFA Director General for Foreign Policy,
told PolCouns February 10 the GOES had taken note of Panama's
recent decision to recognize Kosovo and had received a note
from the UK Embassy (in Guatemala) urging prompt recognition.
Romero said it was highly unlikely the GOES would recognize
Pristina in the remaining months of the Saca Administration.
(Note: Saca,s successor will take office June 1.) He added
that the GOES was inclined to wait for the pending
International Court of Justice decision on Kosovo,s
independence, which could provide the GOES cover when it
eventually decides to recognize Kosovo.
