Location and date of on-site inspections performed: PNC/DAN Headquarters: Scheduled inspections performed 2/22/08; 8/25/08; 09/30/08; unscheduled inspections performed 5/30/08; 11/28/08. PNC/TAG Facility: Scheduled inspections performed 2/28/08; 6/27/08; 9/26/08; unscheduled inspections performed 1/24/08; 4/04/08; 12/05/08. PNC Forensics Lab (AFIS system): Scheduled inspection performed 10/30/08; unscheduled inspection performed 12/15/98. DGCP/Izalco Prison: Scheduled inspections performed 5/05/08; 9/29/08; 11/24/08; unscheduled inspection performed 1/28/08. Attorney General FIU: Scheduled inspection performed 3/28/08; unscheduled inspection performed 10/03/08. Attorney General TIP Unit: Scheduled inspection performed 4/29/08; unscheduled inspection performed 10/27/08. ¶3. Impact on INL program of vehicles, computer equipment, and canines provided to GOES: Vehicle for the Attorney General TIP Unit: In addition to providing mobility for basic operations, the Mitsubishi sedan vehicle has enabled the TIP Unit to coordinate with the PNC and other authorities in remote areas of the country, and to access border inspection posts at international frontiers where instances of trafficking are likely to come to light. Vehicles for the PNC/DAN: The vehicles (SUV's and sedans) provided to the PNC/DAN provide the anti-narcotics police with basic mobility for routine operations, as well as transport for surveillance, special enforcement actions, and development of investigative leads. The vehicles also empower the PNC/DAN to more effectively cooperate with USG law enforcement entities. The Zodiac boat provided to the PNC/DAN enables them to conduct limited operations in the near-shore environment. Computers for the PNC/DAN: Provision of computers and related basic office equipment enables the PNC/DAN to track cases, maintain databases and spread sheets on operations and seizures, and to share information with USG counterparts. Computers for the PNC K-9 School: This equipment allows the unit to track canine health records, maintain control of scheduled k-9 rotations and deployments, monitor operating expenses, and share information with USG counterparts. Computers for the PNC/TAG: This computer equipment, used in conjunction with INL-provided Analyst Notebook software, allows the PNC/TAG to process operational law enforcement information in order to produce case summaries and link charts, trace connections amongst cases, develop operational leads, and disseminate information on transnational street gang activity with USG law enforcement counterparts. Computers for PNC Forensics Lab: The AFIS system will eventually allow the PNC to rapidly compile, process, and disseminate biometric information on criminal suspects. Computers for the Attorney General FIU: These computers and software allow the FIU to compile, analyze, process, archive, and disseminate information on suspect instances of financial crime. The computers are also used to produce evidentiary packages in support of criminal prosecutions. Computers for PNC Benevolence/Welfare Unit: This equipment supports the basic office functions of the PNC unit tasked with providing support to PNC officers wounded in the line of duty, as well as to family members of slain PNC officers. Computers for PREVEE drug demand reduction NGO: This equipment helps PREVEE to produce materials for outreach, collaboration, and other aspects of drug demand reduction for Salvadoran civil society. Canines for PNC/DAN: The dogs purchased for the PNC/DAN K-9 unit (11 narcotics detection, 4 bulk currency detection) are at the forefront of anti-narcotics operations in El Salvador. K-9 teams deployed to Comalapa International Airport, the El Amatillo and La Hachadura border inspections stations, and the international maritime port at Acajutla have played vital roles in both illegal narcotics and bulk currency seizures. The K-9 unit has generated drug and currency seizures stemming from routine inspections, and has also been successfully used to operationalize information received via other channels. As such, the PNC/DAN K-9 unit must be seen as a primary tool in USG counter-narcotics assistance. ¶4.
