SUBJECT: PRESIDENT FUNES REQUESTS DISASTER ASSISTANCE
1. (SBU) EMBASSY received November 10 a request from
President Funes for humanitarian assistance to respond to
devastating floods that hit parts of El Salvador November 8.
The GOES is requesting heavy-lift helicopter capabilities, an
engineering battalion to help clear and rebuild the town of
Verapaz, bailey bridges and other assistance. Post fully
supports this request for assistance. This request has
already been relayed to and coordinated with SOUTHCOM.
2. (SBU) Informal translation of Funes letter to Charge
follows (note internal numbering):
Salutary opening
In reference to the unfortunate disaster our country is
experiencing, and in reference to the meeting between our
Minister of Defense and Col. William F. Armstrong (DATT),we
are hereby requesting the following assistance:
1. Cargo helicopters to transport materials and provisions to
areas isolated by the disaster.
2. A U.S. Corps of Engineers Battalion to remove debris and
reconstruct the city of Verapaz.
3. Bailey bridges to replace damaged and destroyed bridges.
4. Any other assistance you could offer during this State of
Emergency.
Salutary close.
