(U) On July 6 we delivered reftel to Linyi Baidal, Deputy Director of External Policy in the Costa Rican MFA. Baidal thanked us for the information, and confirmed that Costa Rica would be sending a small delegation to the meetings in Rome on July 8-9, headed by Vice-Minister of Telecommunications Hania Vega. ¶2. (SBU) Baidal went on to state that as the matter is technical in nature, they would work with the Minister and her staff to develop Costa Rica's position on the potential arbitration. Baidal confirmed that Vega had already left for Italy, however stated that she would pass on the information we presented to the Costa Rican Embassy in Rome, to transmit to Vega and her staff. HENIFIN
