1. On April 3 we delivered reftel talking points to MFA
Deputy Director of Policy Linyi Baidal and Human Rights
Officer Guisella Sanchez. On the eve of Costa Rica's Holy
Week vacations, the MFA offered no immediate substantive
response. We will continue to follow up with them the week of
April 13, and will report any further information septel.
