al-Iryani, Director of the Foreign Minister's Office, on
March 28. Iryani said that he did not believe the ROYG had
any intention of filing a brief on the issue. He also noted
that, due to the presence of secessionist groups in southern
Yemen, the ROYG would be very unlikely to take any steps that
would imply acceptance of the right of provinces to declare
independence unilaterally. POL/E Chief pointed out, using
reftel verbiage, that Kosovo was a unique case and did not in
our view set a precedent that would be applicable to Yemen's
southern governorates.
