Yemen will not the attend the Cartagena Protocol Group of
Friends meeting in Mexico City, according to Abdul-Hakim
Rajih, Coordinator for the Cartagena Protocol in the Ministry
of Water and the Enviroment. No one among Post contacts in
the Ministries of Agriculture, Trade and Industry, and Water
and the Enviroment had heard of the Mexico City meeting.
Comoff delivered reftel points to Mr. Rajih, who was familiar
with the USG's position, on February 11.
