(S) On August 8, the Ambassador delivered reftel demarche to
Minister of Foreign Affairs Abubakr al-Qirbi. The Ambassador
requested "no-objection letters" from the ROYG to the
Government of Pakistan, which would allow for the transfer of
Sufyan al-Yemeni (Saddiq al-Abbadi) and Issa al-Yemeni (Ali
Alvi) to the U.S. or Afghanistan. The Ambassador emphasized
that, if transferred to the U.S., the two individuals would
be tried in civilian courts, which would serve as a potent
symbol of mutual counter-terrorism efforts. Qirbi promised
to follow up on the request with the appropriate officials.
