1. (C) Econoff delivered reftel demarche to the Ministries
of International Trade and Foreign Affairs concerning export
license applications by Worthington SRL and Emerson Process
Management to ship industrial items to Iran (reftel).
Econoff presented the demarche to Giovanni Ramella Zampa, a
Ministry of International Trade export license official, and
to Pierfrancesco De Cerchio, an MFA export controls officer
on April 15-16. Both officials welcomed the timely
information as the committee responsible for approving or
denying export licenses was to meet on 17 April.
2. (C) On 20 April Zampa contacted Econoff with the
results of the 17 April export license committee meeting.
Representatives of the Ministries of Foreign Affairs,
Interior, Customs, Trade, Treasury, and the Italian
intelligence services participated, as well as independent
experts. Zampa said that the Committee had approved three
Flowserve and Worthington applications to ship goods to Iran,
including for centrifugal pumps destined for the National
Iranian Gas Company. Zampa also said that the committee had
rejected three Fisher applications for pressure-regulating
valves destined for Pars Oil and Gas. No further information
was provided. This response tracked with expectations
regarding the matter provided to post by State ISN, Commerce
and ICE.
