1. (SBU) On 15 and 16 April Econoff delivered reftel
demarche concerning Iran export license applications by
Worthington SRL and Emerson Process Management to Italian
Ministry of International Trade and Ministry of Foreign
Affairs officials. Econoff presented the demarche to
Giovanni Ramella Zampa, an export license official, and to
Pierfrancesco De Cerchio, an officer responsible for export
controls. Both officials welcomed the timely information as
the committee responsible for approving or denying export
licenses was to meet on 17 April.
2. (C) On 20 April Giovanni Ramella Zampa contacted
Econoff with the results of the 17 April export license
committee meeting. Representatives of the Ministries of
Foreign Affairs, Interior, Customs, Trade, Treasury, and the
Italian intelligence services participated, as well as
independent experts. Zampa said that the Committee had
approved three Flowserve and Worthington applications to ship
goods to Iran. Flowserve's items were non-dual-use pumps in
the view of the GOI. (NOTE: Post understands that Worthington
remains under USG investigation for potential violations of
US Iran sanctions involving the routing of exports to Iran
through an Italian subsidiary; the investigation was
precipitated by voluntary Italian disclosures to Post.) Zampa
also said that the committee had rejected three Fisher
applications for pressure-regulating valves destined for Pars
Oil and Gas, as forecast in reftel A. No further information
on how the GOI reached these decisions was provided.
