1. (SBU) EconOff delivered the requested demarche concerning ITU
Kosovo-related actions. The demarche was delivered to Giorgio
Visetti, Diplomatic Advisor to the Deputy Minister of Economic
Development, who handles telecommunications issues. He was very
interested in the issue and asked a number of questions to clarify
the U.S. position. He contacted EconOff later in the day and though
he did not explicitly say Italy would oppose the Serbian proposal,
he said he had communicated USG concerns to the Italian lead on the
issue in Geneva and said that Italy "understands" and does not want
to transform the ITU into a "political arena."
