1. (C) POLOFF delivered reftel demarche on US nominee for UN
International Civil Service Commission (ICSC) election to
Counselor Gabriella Biondi, MFA UN desk officer, on October
26. Biondi stated that the GOI is familiar with the nominee,
Lucretia Myers, and looks favorably on her nomination. She
added that the GOI nominee, Gian Luigi Valenza, also supports
the candidacy of Myers and has specifically stated that the
GOI should vote for her. Biondi reaffirmed the qualification
of the Italian candidate, but understood that the USG would
not operate on a quid pro quo basis for the election.
