1. (C) POLOFF delivered Reftel points to Italian MFA Deputy
Director for Political-Military Affairs Carlo Batori (please
protect) on October 16. Batori was pleased at the news that
the U.S. would support Serbian membership in the Southeastern
Europe Defense Ministerial (SEDM),which Italy has long
advocated, and said that MFA would consult immediately with
other interested agencies to come up with an appropriate GOI
position in time for the October 20-21 Ministerial in Sofia.
2. (C) Without prejudging the outcome of that interagency
consultation, Batori said that the U.S. change in position
removed the sole motivation for Italy's opposition to
Montenegrin membership and predicted that Romania would lift
its opposition as well. He said that he would recommend to
the Minister's Cabinet that Italy associate itself with our
support for Kosovo's inclusion in SEDM and other regional
political-military institutions, but urged that the U.S.
delegation take care to phrase our support in such a way that
did not alienate those SEDM members (Romania and Greece in
particular) that have not recognized Kosovo's independence;
to do so would create the risk of a new impasse. Italy has
been a supporter of Kosovo's independence from the start but
has always counseled understanding for those in the region
who are not.
