1. Econoff delivered reftel demarche May 26 to Deputy Minister of
Commerce and Industry for Foreign Trade Mr. Abdullah Abdulrahman
Al-Hamoudi with Japanese DCM Fumio Iwai and Taiwanese Economic
Division Director Yan Hsing Yin. Hamoudi said that in general the
Saudi government welcomed enhancements to transparency and for this
proposal he would consult with his Saudi government colleagues about
the proposal's legality under Saudi law as well as other possible
concerns to form a position on the proposal. He asked what had
motivated us to make this demarche now and in particular whether
this would be on the agenda of a WTO meeting scheduled for May 27 in
Geneva.
2. Comment: Saudi Arabia is relatively open about export licensing
and other restrictions on exports and probably will be able to
support this initiative. We think they likely will follow their
usual practice and go along with the consensus position of the Gulf
Cooperation Council or similar regional groupings.
