Embassy delivered reftel action message September 12 to International Energy Forum (IEF) Secretary General Noe van Hulst. We received the following response from the IEF SyG on September 14. Begin text: In response to your letter of September 12, 2009, I can provide you with the following information: ¶1. Our estimated expenditures in the calendar year 2009 for Iran, Cuba, Burma, North Korea, Syria, and the PLO, or entities associated with the PLO are $ 0 (zero). The IEF's expenditures only concern staff salaries and benefits, the office building in Riyadh, IT etcetera as well as activities like Symposia and Conferences none of which are taking place in the countries mentioned above in 2009. ¶2. The requested U.S. percentage share of total voluntary contributions to the IEF for calendar year 2009 is 14.78%. This is calculated as follows: the sum of the requested regular U.S. contribution for the annual budget 2009 of $469,000 (=11.72% of $4,000,000) plus the requested special U.S. contribution for the budget of the expert group of $241,089 (=29.95% of $805,000). The $50,000 mentioned in your letter of September 12, 2009, represents approximately 1% of the annual budget plus the expert group budget.
