(C) A/DCM delivered reftel demarch to Peteris Ustubs, MFA
Under Secretary of State and Political Director. Ustubs
stated that Latvia is on the drafting committe for the
declaration and is interested in coordinating with us in
Geneva. He refered us to Janis Mazeiks, Latvia's Ambassador
to the Permanent UN Mission in Geneva. Ustubs added that he
knows a number of EU member states are unhappy with the
current draft of the declaraion. He said the Dutch and Danes
told the GOL that if the language can't be improved they
might consider not going to the conference. Ustubs said that
the GOL's position would be complicated because they while
are on the drafing committee, Holland and Denmark are two
countries that Latvia tends to align with on issues like this.
