PROCEDURES ¶A. Inventory Management EUM Program coordinator: Ann Mason Political/Economic Officer 371-6703-6278 masonal@state.gov Inventory System: As post's distribution of resources within Latvia is limited, inventory tracking is confined to an annual, visual review, performed by the Regional Security Office. Staff member EUM Responsibilities: Jeff Lefler, Regional Security Officer - Overall responsibility for contact with most Latvian law enforcement agencies. Matthew Lappe, Assistant Regional Security Officer - Overall responsibility for contact with most Latvian law enforcement agencies. (Mr. Lappe has been in the section since September 2008.) Dinar Lubins, FSNI - Assistant to RSO Ann Mason, Political/Economic Officer - Responsible for compilation of End Use Monitoring Report. Other USG Agency Assistance: Anton Kohut, DEA - Has quarterly contact with Latvian law enforcement agencies. ¶B. Counterpart Agencies Recipients: Latvian State Police - Provided information and facilitated inspection. Latvian Police Academy - Provided information and facilitated inspection. Anti-Corruption Bureau (KNAB) Receipt Documentation of use and receipt of equipment is done through a MOU. ¶C. On-site Inspections The number of scheduled on-site inspections performed = 1 the number of unscheduled on-site inspections performed = 0 The number of counterpart sites and cities visited = 0 The date and location of on-site inspections performed 01/16/09 The number of donated items subject to inspection = 10 The percentage (%) of donated items personally inspected. 100% ¶D. Secondary Methods of Monitoring Resource Status Comparison of Records On-site inspections are feasible in all cases. Discussions There may be limited use of discussion for clarification, but on-site inspections are feasible in all cases. Percentage of Use 0% STATUS-COMMODITIES ¶A. Classroom Equipment: USG funded the renovation and technological upgrade of a classroom. ¶B. Latvian Police Academy ¶C. Post regularly uses this classroom to conduct training aimed at promoting US objectives in Latvia and the region. ¶D. Equipment is in good condition and accounted for. ¶E. No Unmonitored Commodities ¶A. Computer Equipment: Computer equipment was donated to upgrade the headquarters State Police Information Bureau and their headquarters offices. ¶B. State Police Information Bureau ¶C. Through an on-site spot check, RSO confirmed that this equipment is being used as intended. ¶D. Post records indicate that all computer donations made under INL program funding are now a minimum of eight years old and rapidly becoming obsolete. Post would appreciate INL's guidance as to at what point continued monitoring is no longer useful or required. ¶A. Surveillance Detection Equipment: General use. ¶B. State Police and the Anti-Corruption Bureau. The regional DEA office provided training on the equipment to both recipient groups. ¶C. Spot checks show this equipment is being used as intended. ¶D. Equipment is in good condition and accounted for. ¶E. No Unmonitored Commodities ¶A. Miscellaneous Equipment: The Latvian Police are using the following equipment for its intended purpose: night vision equipment; fibro scopes; contraband detectors; pinhole cameras; video cameras; analytical software; gas chromatograph; and genetic analyzer. ¶B. Various ¶C. As intended ¶D. All items are in good condition, the genetic analyzer is used as a back-up, due to it being an older model. ¶E. No Unmonitored Commodities ¶A. Computer sent to the, Daugavpils Region. ¶B. Organized Crime Section in Valka/Daugavpils Region ¶C. Unknown (possibly no longer in use) ¶D. Unknown ¶E. Cannot be located: This Crime Section received donations over the years and it is unclear to the current staff (this is a very old donation) which computer we would be referring to. Post was unable to track down the individual with who we worked to make this donation (he has retired) and therefore, was not able to verify where the computer is currently located.
