1. (C) Though post considers Latvia a suitable candidate,
the GOL will not seek a seat on the UN Human Rights Council
in the upcoming elections. They have already mapped out a
strategy to run for a seat in 2014 and wish to remain with
that plan. Poloff delivered reftel demarche to Maris
Klisans, head of the MFA International Organizations and
Human Rights division. Klisans said the GOL has already
entered into discussions with others regarding support for
their eventual candidacy in 2014. He explained that Latvia
plans to run for an ECOSOC seat in 2010, and that they
anticipated aligning a potential slot on the HRC with their
EU Presidency in 2015.
