E.O. 12958: N/A TAGS: PREL PHUM PTER KPAL LG SUBJECT: LATVIA LIKELY TO ABSTAIN ON GOLDSTONE VOTE REF: STATE 112828 (SBU) PolOff delivered reftel demarche to Inese Freimane-Deksne, head of the Human Rights Section of the MFA International Organizations Department, on November 4. Freimane-Deksne indicated that discussions were still ongoing on a possible EU consensus position. If a consensus did not emerge, she reported that Latvia is "likely" to abstain in any vote on the Goldstone Report. She expressed support for many of our points, but was unwilling to commit to more than an abstention. GARBER
