(SBU) Post continues to believe strongly that discussing and
addressing human rights issues in Latvia bilaterally is the best
strategy to move the GOL in the right direction. Given that Russia
uses the OSCE as a forum for attacking Latvia on human rights
issues, for the USG to raise any issues in this context would be
counter-productive. Post recommends that the USG continue to work
with the GOL bilaterally on human rights issues and therefore has
nothing specific to contribute to the upcoming OSCE Human Dimension
Implementation Meeting demarche.
