1. (U) This is an action request for the Department. Please
see paragraph 3.
2. (C) The Deputy Head of the MFA's Strategic Goods Export
Control Division, Girts Krumins, requested a meeting with
PolEcon Off to discuss an export control issue related to
goods that could be used in India's nuclear program. Krumins
explained that a Latvian company, which is a subsidiary of
the German firm Bruckner, has requested to sell radiation
detection devices to the Government of India. These devices
have potential use in a variety of nuclear programs. Due to
problems in tracking end use information in India, the MFA
has denied these requests. Krumins said that the German
parent company has also been denied permission to export by
the German government. The Latvian company, in challenging
this decision, has stated that U.S. firms freely sell similar
equipment to the Indian government, so the MFA's concerns are
unwarranted. The MFA is requesting information on USG export
controls on sales of radiation detection equipment to India,
and whether the USG has a position on other countries
approving export of such equipment to India. Krumins
indicated that they would like to continue denying such
exports, but could use information to reply to the company's
points.
3. (C) Post requests any information available on the
following:
- Have U.S. companies been issued export licenses for
the sale of radiation detection equipment to the Government
of India?
- What is the USG export control regime/procedures on
the sale of such equipment to India?
- Does the USG have a position on third countries
authorizing such exports to India?
