1. (C) The September 24 edition of the New Light of Myanmar contains a
three-page expose on anti-government groups' alleged efforts to
uprisings and launch terrorist attacks within Burma. The article names
recently arrested American citizen Kyaw Zaw Lwin (Ref A) as a
claiming he has ties to internal and external activists the government
accuses of planning terrorist attacks, sabotaging strategic buildings
projects, and organizing anti-government movements.
2. (C) According to the article, Kyaw Zaw Lwin came to Rangoon to
unrest; it details a number of his alleged activities as a member of
88 Generation Students and while in Thailand and the United States --
example, organizing anti-government protests and funding various
anti-government groups. Further, it implies a link between Kyaw Zaw
as planner of the September 16 and 17 bomb blasts that occurred in
(Ref B). The article concluded with a warning that investigations
continue to "expose and arrest his accomplices."
