1. (SBU) Charge delivered reftel points February 18 to Dr.
Nyo Nyo Kyaing, Director of the International Health Division
of the Ministry of Health. Charge had sought to speak
directly to the Health Minister, but he has been unavailable.
Charge explained to Nyo Nyo Kyaing that the USG did not
place a hold on Burma's GAVI application, and we generally
support humanitarian health projects in Burma. He clarified
that GAVI never applied for an OFAC license, and that the
GAVI letter to the Ministry describing the USG's supposed
initial response to its GAVI proposal was inaccurate.


2. (SBU) Dr. Nyo Nyo Kyaing thanked the Charge for the good
news, noting the Minister of Health had been very
disappointed by the GAVI letter's message of a U.S. hold.
She said the Minister appreciates the USG's assistance on
public health and hopes it will lead to future cooperation.
She also expressed appreciation for the U.S. position on the
Global Fund.
