1. (U) EconOff delivered reftel draft Megaports Memorandum
of Understanding (MOU) to Nabigha Hajji, Counselor in the
United Nations Division of the Ministry of Foreign Affairs
and Cooperation (MFA) on July 28. Hajji promised to share
the draft with the MFA official responsible for discussing
the Megaports initiative, Bouchaib Eloumni, who is currently
on leave.
2. (SBU) Hajji explained that the MFA's Legal division would
first review the proposed MOU, followed by an interagency
consultation to determine which Government of Morocco entity
would be the appropriate signatory of the MOU and eventual
partner in the Megaports initiative for the Department of
Energy's National Nuclear Security Administration. The MFA
will provide comments on the draft to the USG following these
internal and interagency reviews, Hajji concluded, although
he was unable to predict a timetable for the review process.
