1. (SBU) The Embassy delivered ref demarche on NGO
accreditation to Moroccan Ministry of Foreign Affairs Head of
United Nations Division Redouane Houssaini on July 6.
Houssaini told D/Polcouns that he was aware of the upcoming
United Nations Economic and Social Council (ECOSOC) meeting
in Geneva but said that he had not heard of the two mentioned
non-governmental organizations (i.e., Democracy Coalition
Project and the Dynamic Christian World Foundation). He said
that he was not in a position to say anything, pro or con,
regarding the organizations but promised to forward our
concerns to his supervisors.
2. (C) Comment: The Government of Morocco (GOM) has a
history of voting with the U.S. when it can but it usually
follows the Arab or Islamic consensus on these matters. The
fact that Egypt and Qatar, both members of ECOSOC, have
historically voted against these two NGO's could make it
difficult for the GOM to support the effort at this time. We
will forward any additional response or clarification
received. End Comment.
