¶1. Econoff delivered reftel demarche October 6 to Juan Carlos
Apunte, in the Ministry of Foreign Affairs' Multilateral Relations
Division. Despite regular follow-on calls, as of November 10
Ecuador is either unable or unwilling to share its position on the
candidacy of the United States for an "A" seat on the International
Maritime Organization Council.
