1. (C) EMBASSY called MFA Multilateral Affairs Directorate on
October 5 to schedule a meeting with Multilateral Affairs Director
General Lourdes Puma to deliver Ref A points. Ambassador Puma
reiterated Ecuador's position on Iran and nuclear proliferation:
Ecuador respected UNSC resolutions, supported nuclear disarmament
and non-proliferation, and encouraged compliance with the relevant
international agreements through the Non-Aligned Movement. When she
expressed irritation that Iran had been on our agenda repeatedly in
the last few weeks, including discussions on the Qom site, Poloff
noted that the P5+1 meeting had occurred just a few days prior and
that we wanted to communicate our concerns given the specific items
raised in that meeting. Puma said only that Ecuador's position had
not changed since the last demarche on Iran's nuclear activities.
