1. The Embassy has conducted record checks in accordance with
established internal standard operating procedures and possesses no
credible information of gross human rights violations committed by
this individual as of this date. The Embassy requests Departmental
review in accordance with Leahy vetting requirements of its vetting
results for these individuals, who will be going to Bolivia for
USG-funded Garras training.
