1. (SBU) In response to reftel demarche seeking support for the
creation of an international nuclear fuel bank, Econoff met with
Under Secretary for Nuclear Control, Investigation, and Applications,
Geovanna Lucio, on June 11. Lucio noted that she supported the
establishment of a nuclear fuel bank as a backup to commercial
sources. She said that she would contact Ecuador's Ambassador, Diego
Stacey, in Vienna, who participates in the IAEA board meetings, and
ask him to support the idea in the upcoming IAEA board meeting.
