1. (C) PolOff delivered reftel points to MFA Multilateral
Affairs Director General Lourdes Puma on June 12. Puma said
that the GOE has not yet made a decision who it would vote
for in the International Civil Service Commission (ICSC)
election. She did acknowledge, however, that the EU holds
too many positions on the ICSC and has an unbalanced
representation; she would like to reduce their consolidated
power.
2. (C) While noting that she knows the U.S. does not trade
votes, she thought that perhaps the GOE and the USG could
help each other out. Ecuador will have candidates for two UN
bodies, the Human Rights Council and the Economic and Social
Council, and she would like to suggest the USG consider
voting for them at the UN General Assembly in September. We
reaffirmed that the U.S. does not trade votes.
