1. (C) In reponse to reftel, post spoke with the Ecuadorian
Under Secretary of National Defense, General Jorge Pena. He
said that the Ecuadorian military does have Mi-17 helicopters
and they would like to help. However, they are in the
process of refurbishing the helicopters they own and they are
trying to purchase more Mi-17s, therefore they are not in a
position to help.
