SUBJECT: ECUADOR BLUE LANTERN CHECK ON LICENSE 050147882

1. (SBU) Embassy confirms completion of a post-license check
on license 050147882 for the export of ballistic plates for
body armor listed in reftel to Ecuador. The Embassy spoke
with the Head of Ecuadorian Navy Logistics, Captain Pablo
Gordillo, who confirmed that the Ecuadorian Marines had
ordered the ballistic plates to equip their personnel in San
Lorenzo, Esmeraldas province, and General Farfan, Sucumbios
province, along Ecuador's northern border. Captain Gordillo
also confirmed that the ballistic plates arrived in Ecuador
on approximately May 12, 2009, but that they were still being
inventoried and had not yet been deployed.
