(C) Embassy delivered reftel points to the MFA Multilateral Affairs Directorate on January 30 and followed up with Multilateral Affairs Director General Lourdes Puma on February 13. Puma reiterated that the GOE fully supports non-proliferation efforts, especially against non-State actors. She then qualified that support by adding that the decision to sanction the 13 individuals and three companies was the U.S.'s, and that the U.S. had the right to sanction whom it wanted. When asked, Puma said that she did not recognize any of the sanctioned individuals' or companies' names. HODGES
