A) November 4, 2009: EXBS Program Advisor Chris Milam attended a
steering committee meeting hosted by Major Mentor Shabani, Head of
Administrative Section, Kosovo Border Police; David Hamilton, EULEX
Border Police Advisor; and Aurora Castillo, ICITAP advisor. The
purpose of the meeting was to de-conflict training provided to the
Kosovo Border Police by different donor agencies.

5. (SBU) TRAINING CONDUCTED DURING REPORTING PERIOD
A) November 23-25, 2009: The Government of Kosovo hosted a Republic
of CROATIA delegation of export control law best practice experts.
The delegation consisted of representatives from the Ministry of
Foreign Affairs, Customs Directorate, Ministry of Economy, Ministry
of Interior, and Ministry of Defense. Discussions focused on
assistance and guidance in developing export control legislation and
an exchange of information about roles and responsibilities of each
ministry dealing with non-proliferation matters. Kosovo officials
discussed their current draft law on Export Control and Dual Use
Goods. Croatian officials also identified areas where Kosovo's
first draft of the Export Control Law may need improvement.
During the delegation's visit, separate meetings were held with the
Kosovo Ministry of Economy and Finance, Ministry of Foreign Affairs,
Customs, and Border Police. The meetings provided opportunities for
the Croatian officials to focus on areas of mutual interest and
exchange information about current best practices. Croatian
officials from the Border Police and Customs Directorate offered
their future assistance to Kosovo Border Police and Customs.

A) DTRA Counter Proliferation Awareness training is scheduled to be
held in Kosovo, the week of December 07-11, 2009.
B) November 30, 2009: Both the Buster Density Meter (serial number
07660) and Fiber Scope stored in CT 30 Kit (serial number 0022508)
were returned by Kosovo Customs for repairs.
