3. (SBU) SITE ASSESSMENTS AND MEETINGS DURING REPORTING PERIOD
A) October 21, 2009: EXBS Program Advisor and Assistant met Col.
Shaban Guda, Head of Border Police, to discuss upcoming joint
training with Kosovo and Macedonia Border Police. Guda expressed
his desire to conduct the joint activities after the official MOU
was signed with Macedonia. Guda also noted the need for a
communications company to conduct a digital radio feasibility study
for all of border control points in Kosovo.
B) October 27, 2009: EXBS Program assistant attended a steering
committee meeting hosted by Maj. Mentor Shabani, Head of
Administrative Section, Kosovo Border Police. David Hamilton, EULEX
Border Police Advisor, Aurora Castillo, ICITAP advisor, and Vassilka
Timova, OSCE also attended. The purpose of the meeting was to
de-conflict training provided to the Kosovo Border Police by
different donation agencies.

5. (SBU) TRAINING CONDUCTED DURING REPORTING PERIOD
A) October 5 - October 9, 2009: Legal and Regulatory course, held
in Pristina, Kosovo. This training was delivered by two experts in
export and control law from Commonwealth Trading Partners.
Twenty-one representatives from the Kosovo's Ministry of Foreign
Affairs, Ministry of Economy and Finance, and Kosovo Customs
attended the course. The training comprised of classroom
instruction on export laws, drafting, and practices.

7. (SBU) IMMINENT TRAINING OR EQUIPMENT STATUS UPDATE
-- Croatia Best Practice Delegation Visit consisting of export law
