(U) Per reftel instructions, Post submits the following responses about host country fiscal transparency and eligibility to receive U.S. foreign assistance. ¶2. (U) The central government of Kosovo expects to receive FY09 U.S. foreign assistance funding. ¶3. (U) Once Kosovo's central budget is approved by the national assembly, the budget becomes law and is published in book form, detailing all revenues and expenditures anticipated for the upcoming fiscal year. The budget is published on the Ministry of Economy and Finance's public website (http://82.114.64.12/ mfe-ks/index.php?lang=eng),and is also made available in hard copy upon request. ¶4.
