1) Per reftels, GOCV is hosting a large meeting on April 20 to
brainstorm possible solutions to aspects of the crisis in
Guinea-Bissau. The idea to hold this meeting was one of the
outcomes of the ECOWAS meeting that took place on March 19.
Post has received clarification that this is NOT a ministerial
meeting or a decision-making conference but rather a technical
meeting. The format will be four separate working groups.
(Note: this is a change from the original idea of a high level
meeting, for which invitations to Foreign Ministers, including
Secretary Clinton, were issued.)
2) The GoCV is hoping that invited governments will send
technical experts in the four areas to be discussed: Armed
Forces reform, civilian law enforcement, the judiciary, and drug
trafficking/crime. According to foreign ambassadors here in
Cape Verde, Brazil will be sending 2-3 experts. Brazil also
hopes to have the presence of Maria Luisa Viocchi, Brazil's
expert on the "Peace Building Committee". Portugal will send
their ambassador to the Community of Portuguese Language
Countries (CPLP) and a technical expert.
3) Action request: Post recommends that the Department send a
representative from AF/RSA at the Director or Deputy Director
level; such representation would be appropriate and highly
useful. We would also welcome the expertise of a representative
from Embassy Dakar who has first hand info about the situation
in Guinea-Bissau. Please advise if travelers will be able to
attend. End request.
