1. We delivered reftel points February 18 to Czech MFA Human
Rights and Transition Policy Department Deputy Director
Martin Boucek and UN Department official Ladislav Steinhubel.
Boucek welcomed U.S. involvement in the February 16-19
working group and understood this does not mean the U.S.
would participate in April.
2. In response to our points, Boucek said that the EU shared
our perspective on the need to get the draft document back on
track and commented that the Czech EU presidency would work
to keep the EU position united. Boucek explained that the EU
opposes naming specific countries or regions in the outcome
document. The EU also does not want to add new commitments
(e.g., restrictions on "defamation of religion") to Durban I
and does not want to re-open past issues such as slavery.
