1. (SBU) On November 16, we followed up our September 22
delivery of reftel dipnote and accompanying aide memoire with
MFA Multilateral Economic Relations Director Zikal who is
responsible for IMO issues for the Czech government. He
reported that so far the Czech government had been approached
by 11 candidates for the 10 category A seats, including
Liberia which had unsuccessfully ran for a Class C seat two
years ago. He noted that two years ago there had been no
election as their were only ten candidates for the ten seats.
It was his understanding that the Czech Republic would be
able to vote up to ten times and was thus certain that the
Czech government would support the U.S.'s candidacy (as well
as everyone else's beside Liberia).
