(SBU) We delivered reftel demarche on July 8 to Finance Ministry Financial Analytical Unit (FAU) Director Milan Cicer and on July 9 to MFA UN Department Official David Frous. Cicer replied that Czech law enforces asset freezes, travel bans, and embargos against people or entities appearing on the UNSCR 1267 list, which now includes Arif Qasmani, Mohammad Yahya Mujahid, and Fazeel-A-Tul Shaykh Abu Mohammed Ameen al-Peshawari. He explained that Czech law also obligates financial institutions and other related entities to report to FAU any transaction whose subject is a sanctioned individual or entity. Neither Cicer nor Frous reported any financial information on these persons. ¶2. (SBU) Cicer reported that the Czech government has no legal obligation or mechanism for acting on designations of individuals or entities not designated by the UNSCR 1267 list or the EU Clearinghouse.
