(S) Embassy Prague delivered reftel points February 26 to
MOFA United Nations Division Deputy Director David Cervenka
and Ministry of Finance Analitycal Unit Director Karel
Korynta. Both Cervenka and Korynta appreciated our efforts
to inform their government of a proposed listing. To their
knowledge and subject to checking with their special
intelligence services, the Czech Republic (CR) has no
knowledge of this individual. According to Cervenka, the CR
as a non-UN Security Council Member has no authority to
co-sponsor such listings but that as soon as this individual
is put on the UNSC 1267, his government will work to
immediately transpose this designation into an
EU-listing and disseminate it to EU 27. He also said that
with the U.S. and Chinese sponsorship, the proposed action is
certain to succeed in New York but if not, the CR, as the EU
Presidency, would advocate listing Abdul Haq on the internal
EU-wide list.
