it is developed, but typically the GOTT decidesvery late on its
UNGA delegation composition and iming:
A. (SBU) Attendance of the Head of State
-- President George Maxwell Richards will not ttend
B. (SBU) Attendance of the Head of Government:
--Prime Minister Patrick Manning
-- Mr. Manning is planning on attending, arriving September 24 and
departing September 27. Attendance during the General Debate is
undecided.
--His spouse, Local Government Minister Hazel Manning, has not
decided if she will accompany her husband.
--No interpretation is necessary.
C. (SBU) Attendance of the Foreign Minister:
--Minister of Foreign Affairs Paula Gopee-Scoon
--Arrival September 22 or 23 (coming from a stop in Washington, DC).
Departure dates to be decided.
--No spouse will attend.
--No interpretation is required.
-- Please note that the FM would like to meet with the Secretary if
no CARICOM-Secretary meeting is scheduled. WHA/CAR is aware of this
request.
D. (SBU) Attendance of other VIPs:
--No plans have been formalized, but this is unlikely.
E. (SBU) Attendance of the MFA official handling IO matters:
--Director of Multilateral Affairs Margaret King-Rousseau will
attend, but her dates and other details are not yet determined.
