On June 12 Post received a faxed copy of a diplomatic note from the Ministry of Foreign Affairs, Regional Integration and International Trade (MFA) informing Post that Mauritius will be attending the 5th plenary meeting of the Global Initiative to Combat Nuclear Terrorism (GICNT) in The Hague. Ambassador Sutiawan Gunessee from the Mauritius Embassy in Brussels, who is also accredited to the Netherlands, will represent Mauritius. The dipnote was followed by MFA First Secretary Thailesh Kumar Chamane contacting post for an updated agenda for the meeting, which Post provided. ¶2. Third Secretary Ella Nesterenko of the Russian Embassy in Mauritius informed POLOFF that her Embassy received the same diplomatic note from the MFA, but did not receive it until June 15. ¶3. Comment: Despite frequent Post demarches on GICNT events, it is a rare occasion to have GOM formally nominate an attendee. Post followed up as late as the evening of June 11 to inquire if GOM would be represented, at which point GOM said they would not send anyone. The last minute nomination of Ambassador Gunessee, thus, surprised Post and our Russian counterparts. End Comment. BLASER
