SUBJECT: Haiti Accepts Registration of Fanmi Lavalas for
Parliamentary Elections
1. (U) On November 20, the Provisional Election Council
(CEP) announced that it accepted the registration of the Famni
Lavalas party (FL) for participation in the parliamentary elections
scheduled for February - March 2010. This action by the CEP comes
in response to a letter addressed to the CEP from former-president
Jean Bertrand Aristide designating Dr. Maryse Narcisse as the
representative of FL, with the authority to designate FL candidates
for the elections.
2. (SBU) The letter, submitted to the CEP before the closing
of the November 20 registration deadline, was a PDF image and not
the original letter. The CEP conditioned the registration of FL
pending the later receipt of the original letter. The MINUSTAH
office of political affairs informed Post that, according to
Narcisse, the original letter is en route from South Africa and
should arrive in Haiti on Monday, November 23.
