OF THE HAITIAN NATIONAL POLICE (HNP) IN THE ANNUAL INTERNATIONAL
DRUG ENFORCEMENT CONFERENCE - (IDEC XXVII)


1. This is an action request for WHA/CAR.


2. Post requests the Department's assistance in vetting the Director
General of the Haitian National Police who has been invited to the
Annual International Drug Enforcement Conference (IDEC),pursuant to
the Leahy Amendment and Foreign Assistance Act.


3. Travel, Hotel accommodation and Per Diem for DG Mario Andresol
will be funded by DEA. This conference will be held June 2-4, 2009
in Cancun, Mexico. Consular namecheck revealed a P9A hit. This
information is not new and was known when the DG was previously
successfully vetted.
