Poloff raised reftel points on the Hague Code of Conduct
Against Ballistic Missile Proliferation (HCOC) with MFA
Director of International Organization Affairs Azad Belfort
March 18, and passed Belfort the ISN-provided ''nil form''
and submission instructions later the same day. Belfort said
that, since Haiti has no ballistic missile programs, the
Ministry would submit a ''nil form'' to the HCOC's Immediate
Central Contact. He said he appreciated the Embassy's
assistance in complying with HCOC's annual declaration
requirement.
