Poloff delivered reftel points February 25 regarding the
candidacy of Judge Mark P. Painter for the newly established
UN Appeals Tribunal to MFA Director for International
Organization Affairs Azad Belfort. Belfort replied that the
GOH would carefully consider Judge Painter's candidacy but
that he could not promise the Haitian delegation's support
because he had not yet reviewed the files of other Appeals
Tribunal candidates. On February 27, Belfort informed Poloff
that he had sent a memorandum to Minister of Foreign Affairs
Alrich Nicolas recommending that the Haitian delegation
support Judge Painter but that he had not yet received a
response.
