3. To comply with the Leahy amendment relative to U.S. sponsored

security assistance training, the U.S. Embassy Phnom Penh has

conducted local human rights vetting for the following individuals

5. The individuals will attend the second session of the

"Criminal Investigation Training in Trafficking Cases" Course,

November 30-December 11, 2009 in Phnom Penh, Cambodia. The course

is sponsored by the United States Department of State, with

instruction provided by experts from The Asia Foundation and the

Southeast Asia Investigations into Social and Humanitarian

Activities (SISHA) organization.



6. Action request: Please verify whether the Department possesses

any credible information that the individuals named above have been

implicated in gross violations of human rights.
