1. This is an action cable. Please see Paragraph Six.
2. Reftel is guidance for screening nominees for U.S.-sponsored
training programs.
3. The individual listed below will attend the SYMPOSIUM ON EAST
ASIAN SECURITY (SEAS) is a program to reinforce security cooperation
and support for counter-terrorism activities within the East
Asia/Pacific Region. To comply with the Leahy amendment relative to
U.S.-sponsored security assistance training, the U.S. Embassy Phnom
Penh conducted local human rights vetting for the following
individual.
NOMINEE:
NAME: POR, PHAK (Male)
DPOB: May 10, 1975; Phnom Penh
RANK: Brigadier General
POSITION: Assistant to Deputy Prime Minister and Minister of
Interior Sar Kheng; Director of the Ministry of Interior Department
of International Relations
4. U.S. Embassy Phnom Penh has reviewed its files and finds that,
as of this date, it possesses no credible information of gross
violations of human rights by the above-mentioned individual.
5. The above individual will attend the Symposium on East Asian
Security (SEAS) scheduled for June 5-29, 2009 in Honolulu, Hawaii.
This program to reinforce security cooperation and support for
counter-terrorism activities within the East Asia/Pacific region.
6. Please verify whether the Department possesses any credible
information that the individual named above has been implicated in
gross violations of human rights.
