The Second Session of the Conference of Parties to the International Convention against Doping in Sport met at UNESCO Headquarters in Paris from October 26-28. The Conference elected the Minister for Sports of Spain as its Chairman and exchanged views on ways to promote the convention, administration and use of the Fund for Elimination of Doping in Sports, monitoring the convention, and standards for protecting privacy and personal information of athletes covered under World Anti-Doping Agency's (WADA) International Standard for Protection of Privacy and Personal Information. WADA's Director General presented a report on its efforts to implement the World Anti-Doping Code and outlined the various ways the agency is working with governments to combat doping in sport. The next session of the Conference will meet in 2011. End Summary. ¶2. The Conference of Parties adopted the Report of the first session which was held in February 2007. It then adopted its agenda for the second session and elected Mr. Jaime Lissavetsky (Spain) as Chairman. Mr. Daniel Jacubovich (Argentina),Mr. Gennady Aleshin (Russia),Mr. Jiang Zhixue (China) and Mr.Moncef Belkhayat (Morocco) were elected as Vice-Chairmen. Mr. Jacubovich also served as Rapporteur. The U.S. was represented at the meeting by Edward H. Jurith, General Counsel, Executive Office of President, Office of National Drug Control Policy, Michael K. Gottlieb, Acting Assistant Deputy Director for State and Local Affairs, Executive Office of President, Office of National Drug Control Policy, and Carolyn Willson, US/UNESCO Legal Adviser. ¶3. The most significant outcomes of the Conference of Parties are as follows: (i) the Conference of Parties requested the UNESCO Secretariat to continue to enhance existing arrangements as well as to develop new partnerships to promote the International Convention against Doping in Sport; (ii) the Conference of Parties welcomed the development of the Anti-Doping Logic system to monitor the Convention and recommended the development of a comprehensive global report on the fight against doping in sport, which incorporates data from both governments and the sporting movement; (iii) the Conference of Parties noted that WADA's International Standard for Protection of Privacy and Personal Information provides a level of protection complemented by legislation in a number of States parties to the Convention, and encourages States Parties to support the aims of the Standard; and (iv) the Conference of Parties approved the amendment of Annex I of the Convention in order to incorporate the changes made by WADA from the 2009 Prohibited List International Standard.
